I'm surprised by that, the older tach and speedo design for Toyota on my MR2 has no exposed fasteners. The fender liners do, but other than that it's clean.

It's generally based on the speed rating of the tires the car left the factory with. If you sell a car with tires that aren't up to the task of handling speeds the car is capable of, you could potentially find yourself in a legal hell. Artificially limiting the top speed clears you of that issue. So... sort of US regs, but more like preventing litigation.
